Wg 5 Pay Scale 2021 – The Federal Wage System (FWS) was developed to ensure that the pay of Federal blue-collar workers depended on par with the dominating rates offered by the economic sector in each local wage area.
Prior to the introduction of FWS, no central authority existed for developing wage equity for Federal craft, trade, and laboring employees. President Johnson then bought the former Civil Service Commission in 1965 to deal with both labor companies and Federal firms to study the various firm systems and combine them into a single, just, and practical wage system.
