Wg 12 Pay Scale 2021 – The Federal Wage System (FWS) was developed to ensure that the pay of Federal blue-collar workers was up to par with the dominating rates used by the private sector in each regional wage location.
Prior to the introduction of FWS, no main authority existed for developing wage equity for Federal craft, trade, and laboring workers. President Johnson then bought the previous Civil Service Commission in 1965 to work with both labor companies and Federal companies to study the various firm systems and integrate them into a single, just, and reasonable wage system.
